Markets will not be returned via the API if you are attempting to access the service from a location/IP address that is restricted for legal reasons.
For example, markets are not returned when requested from Germany or a German-based IP address due to legal restrictions that prevent Betfair Exchange markets from being displayed to German customers.
Singapore based horse racing markets are only available to and returned for AUS/NZ customers.
